The population of Mordor can now go up to level 85 – same as before – 5 levels higher than Talion’s max. Talion’s new level cap reflects on the Orcs as well. The devs confirmed that there is a hard cap on these, but it’s so high, it’s practically non-existent. Each one after that will cause bigger and bigger diminishing returns. The values mentioned above may change with future updates and they are valid only for the first point spent.
